Worlds Collide can always spawn an overseer. It's just a matter of patience. Activating the gates will spawn the overseer, so warp in/out until you find one... Only the high value overseers can drop good stuff though.

Unless I'm mistaken (which is possible), if you have diplomacy 5 and -10 standing, the lowest effective standing you can get is -6, at which point you only need to do a few storylines for a friendly faction until you get to -8.75 base standing, wh...
